The Malaysian Examinations Council (MEC), which was established on 1 February 1980 under the Malaysian Examinations Council Act (Act 225), is a statutory body which operates under the aegis of the Ministry of Education. It was officially launched on 22 April 1980 by the then Minister of Education, Dato' Musa bin Hitam.

MEC's establishment objectives

The objectives of the establishment of MEC are to conduct specified examinations and all other matters necessary or related to such examinations. The examination gazetted is as follows:

  • Sijil Tinggi Persekolahan Malaysia (STPM) , which was first implemented in 1982 to replace the Higher School Certificate (HSC) and Sijil Tinggi Persekolahan (STP) examinations which were conducted by the University of Cambridge Local Examinations Syndicate (UCLES).
  • After the takeover of the STP and HSC examinations by the MEC, the names of the examinations were changed to Sijil Tinggi Persekolahan Malaysia (STPM).

The MEC was also established to realise the aim of conducting the examination wholly in the Malay language. This is in line with the implementation of the policy to use Malay language as the medium of instruction in the national education system from the primary level to the pre-university level, namely the sixth form.

MEC's scope of responsibilities

Since its establishment, the MEC's scope of responsibilities has expanded from its initial function of conducting only the STPM examination. The MEC has been responsible with conducting several important exams such as:

  • Shariah Registered Financial Planner Ad-hoc

   First and foremost, let me welcome you to the portal of the Malaysian Examinations Council (MEC).The government constantly places emphasis on efforts to enhance the quality of public services, particularly in the service delivery system through the Electronic Government System. Hence, MEC as a government agency responsible for conducting the Sijil Tinggi Persekolahan Malaysia (STPM) examination and the Malaysian University English Test (MUET), is rising to the challenge as this also corresponds with MEC's Scenario Planning of becoming a corporate body by the year 2025. As a result, MEC has taken the initiative to design a portal to replace MEC's web site. The portal will act as a virtual means to convey information on the governance and management of examinations/tests conducted by MEC. The portal will also ensure that delivery of services are enhanced to be more user-friendly, easily accessible, informative, accurate and up-to-date.

  By having all the information needed at users' finger tips and using the latest techniques in the  development of this portal, MEC's customers will be able to access and download any required  information. Other related services can also be made through online application which would definitely facilitate and expedite customers' requirements. Among the online facilities available in MEC's portal is the registration system for examinations/tests, checking of examinations/ tests registration status  and examinations/tests results, complaints and customer feedback, as well as, forms related to the examinations/tests.

  As an organisation that strives to materialise the objective of a paperless administration or at the least, using less paper, this portal also acts as a platform on matters related to the supervision of examinations/tests centres and the onscreen marking of answer scripts.

   MEC is fully aware that the programs mentioned above aim to facilitate all parties which liase with this organisation. In fulfilling this objective, MEC is open to feedback as it always considers that any complaints and criticisms received are important and will help MEC to identify its weaknesses, and henceforth, take measures to improve and boost its services.

Organisation Chart English

The Secretariat is responsible to the Council for the administration of the MEC and the conduct of the examinations. The Council Secretariat is headed by the Chief Executive who is the principal executive, chief administrative and academic officer. The present Chief Executive of the MEC is YBrs. Encik Adnan Bin Husin.

The Council Secretariat comprises two main sectors headed respectively by the Deputy Chief Executive 1 and Deputy Chief Executive 2. The sectors are as follows:

  1. The Research, Item Buildingand Testing Sector
    1. Research and Examinations Policy Division
    2. Information Technology Management
    3. Science and Mathematics Division
    4. Social Science and MUET Division
    5. Security Printing Division
    6. Competency Building Division

This sector is responsible for matters related to syllabuses, item building, printing and supply of question papers, processing of examination results and data, standard fixing, awarding of certificates, research and training.

  1. The General Administration, Finance and Management of Examinations Sector
    1. Competency Administration Division
    2. Personnel Management and Administration Division
    3. STPM & MUET Administration Division
    4. Security Management Division
    5. Finance Division

This sector is responsible for matters related to human resource, services, general administration, accounts, registration of candidates, administration of examination centres, marking of answer scripts, appointment of invigilators and examiners and security.

The Public Relations Unit, the Internal Audit Unit, and the Integrity Unit are directly responsible to the Chief Executive.

In the administration of examinations, the MEC is assisted by the Ministry of Education, State Education Departments , Ministry of Higher Education and all public institutions of higher learning.

  • To prepare and publish comprehensive and appropriate examination syllabuses and test specifications for the Sijil Tinggi Persekolahan Malaysia (STPM) examination, The Malaysian University English Test (MUET)
  • To register candidates for the STPM and MUET examinations/tests efficiently
  • To prepare examination/test papers that are accurate, valid, reliable and equitable for the STPM, MUET, psychometric, and professional
  • To administer the STPM, MUET, psychometric, and professional examinations/tests efficiently and fairly
  • To issue the STPM, MUET, psychometric, and professional results of which the standards are recognised by receiving institutions.
